Program Cost Analysis in Educational Planning,

Abstract

The paper explores the conceptual and methodological basis of cost analysis and develops a planning cost model for estimating program cost for use in evaluating alternative programs and in pre-implementation planning for future programs. The planning cost model with its supporting cost analysis methodology provides a consistent basis for estimating the dollar cost of educational programs. The development of the model was undertaken because the current state of the art in costing educational programs does not provide a comparable basis for evaluating alternative programs. The usual practice is to give the cost per student for a program with no indication of what is included in the cost. (Author)
