Abstract

The paper takes as given the feasibility of modifying existing cable television (CATV) systems to permit citizens to respond from their homes, and explores how this form of remote voting might be incorporated into a legislative structure, speculating on the impact such a system could have on the power distribution in the city and on city policy formation.
