A Middle East Nuclear Proliferation Scenario 1976,

Abstract

The scenario updates an earlier version that was designed to simulate the reactions of four interested nations (the U.A.R., the U.S.S.R., the U.S.A., and Israel) to an announcement, made in the midst of a Middle East crisis in 1973, that Israel had a small nuclear weapons capability and a protected delivery force capable of reaching the principal Arab cities and the Aswan Dam. While the nuclear proliferation problem was foremost in the minds of the game designers, it was hoped that the play of the game would cast light on the involvement of the great powers and the extent to which an event of this kind might loosen the Arab-Israeli deadlock and lead to a settlement of underlying problems in the Middle East.
