Cost Estimating Relationships: A Manual for the Army Materiel Command.
Abstract
The report is a practical guide for developers and reviewers of cost estimating relationships (CERs) within the various organizational elements of the Army Materiel Command (AMC). It covers the basic methodology, data, and documentation considerations of parametric cost estimating and exemplifies these by drawing on field experience at the AMC major subordinate commands (MSCs). The field experience has also been used as the basis for providing general findings and conclusions regarding current and potential uses of CERs at ehe MSCs. In the report, emphasis is placed on clear exposition of currently available methodology and data. Thus prime consideration is given to standard regression techniques, to accepted data adjustment techniques (for example, those for learning and price level effects), and to types of data available from present sources.
