Abstract

The research reported in this four-volume Study developed a new procedure for solving constrained min-max problems, applied the procedure in a sophisticated model to determine optimal allocations of area active defense, terminal active defense and passive defense (blast shelters), programmed the model for the computer in an operations research exercise designed to exhibit the general characteristics of the solution. Volume 2, the Model, describes a model for determining optimal mixes of area active defense, terminal active defense, and passive defense for the protection of urban population centers against strategic attacks with ballistic missiles.
