The Program Manager Authority and Responsibilities

Abstract

The purposes of the task were to study the methods of implementation by the Military Services of the Deputy Secretary of Defense's policies on the authority and responsibilities of the military program manager and to identify problems arising from their current implementation. Those policies stress the need to give the program manager the authority and responsibility necessary to accomplish his job effectively and also require minimizing the layers of authority between the program manager and the Secretary of the Military Service. The report contains LMI findings, conclusions, and recommendations.
