A Law of the Sea Conference - Who Needs it,

Abstract

The report discusses the state of negotiations on the law of the sea. It is concerned with the usefulness of the discussions in the UN Seabed Committee (constituted as the preparatory committee of the Law of the Sea Conference) not only on the question of whether there will be sufficient progress to hold a plenary Law of the Sea Conference in 1973 but also on the question of what substantive direction the discussions seem to be taking. Should the conference not take place or should it fail, anarchy on the sea appears likely, according to the author.
