Total Resource System Vulnerability: Development and Application of a General Model.

Abstract

The primary purpose of the report is to develop a total economic resource system vulnerability model, incorporating component systems of transportation, energy, extraction, production, and distribution, and to apply the model within a geographical zone, specifically the New Orleans OBE Economic Area. The model was applied to a postulated nuclear attack situation, and estimates of total system degradation were made. Estimates were also made of the self-sufficiency of the New Orleans OBE area following attack and of the impact of possible Civil Defense activities on the ability of the area to be self-sustaining in the period following attack.
