Abstract
The document is concerned with the need for an objective analytical procedure for quantitatively assessing the performance of a vehicle in any specified operational environment. In theory, the same methodology can serve the needs of all major practitioners, provided it relates vehicle performance to basic characteristics of the vehicle-driver-terrain system at appropriate levels of detail.
