The Establishment of Branch-Wide Automatic Industrial Management Systems (OASU),

Abstract

A central control system is proposed with its supreme head at the ministry. Hierarchy of the system is shown on a block diagram with all the commands coming from the ministry. Information gathering centers are shown together with the communication lines for transfer of information. It is concluded that each sub system must contain a highly qualified creative group technically responsible for all the work. Each group should have an administrator equal in rank to the deputy director who is normally responsible for execution of the contract. Finally it is concluded that it is essential that the pay structure contains incentive bonuses and piece work (where applicable) so that efficiency is maintained. (Author)
