Abstract

A detailed description is given of the methodology used in investigations of the air traffic controller's contribution to capacity in manual and automated environments. ATC decision-making processes and the role of controller judgment are discussed. Control and operating concepts are presented for the automation levels studied. The relative capacity estimating process (RECEP) is described in detail, along with the data collection and measurement program. The result of a survey of non-atc automation applications, to uncover systems analogous to ATC, is reported.
