The Northern Territorial Issue,

Abstract

The paper presents the historical background and current status of the dispute between Japan and the Soviet Union over several islands northeast of Hokkaido known collectively to the Japanese as the Northern Territories. The history of the Northern Territories is traced from their early settlement by migratory tribes through their occupation by Soviet troops at the end of World War 2. The paper discusses the subsequent conflict between the USSR and Japanese governments over the rightful possession of the Northern Territories. In view of recent economic and political movements by the two governments, it is stated that the territorial issue will be reopened and that a compromise solution may be achieved. (Author)
