Policy Analysis at the Department of State: A Quantitative Methodology.

Abstract

The need for a quantitative methodology to supplement traditional methods of foreign policy analysis is discussed. A quantitative policy analysis methodology is developed which consists of a predictive model that forecasts objectively-verifiable consequences of the proposed activities, and a weighted additive value function defined over consequences that measures the effectiveness of each alternative. The problem of selecting an optimal allocation of resources and preferred mix of diplomatic activities is formulated as an integer program and a sequential algorithm is developed for its solution.
