Quantitative Methods for the Allocation of DOD Exploratory Development Resources,

Abstract

Methodologies are studied for the selection of tasks in the Exploratory Development category of Department of Defense Research and Development Program. Emphasis is placed on quantitative methodologies, those in which an objective scoring procedure is established for selecting tasks. Most methods relate the technology task to a future system and, in turn, to an operational objective. A detailed description and critical analysis are presented on the TORQUE and the Industrial Analog methods. The desirable characteristics of a general methodology are developed and a particular methodology that appears to be useful is presented. (Author)
