Abstract

The study investigates the relationships between the efforts expended by the United States and the Soviet Union on military R+D, as measured by expenditures, and the fruits of those efforts--the identifiable products of the military R+D process. The generation of measures of military R+D output is a major component of the study effort. Based on these measures of output and on reported values of U.S. and USSR military R+D expenditures, correlations are sought between each nation's military R+D expenditures and its R+D output. In addition, relative U.S. and Soviet inputs are correlated with relative U.S. and Soviet outputs of the R+D process. Generally, high correlations are found when comparing relative inputs and outputs of the two nations and when comparing USSR inputs and outputs in the years prior to 1962. (Author)
