Allocation of Available Recruitment Resources and Establishment of Recruitment Production Goals,

Abstract

Navy Recruiting Command allocates canvassers to District Commands based on recent average productivity. The paper develops the concept that overall productivity would be increased by allocating resources based on marginal productivity. Because of the problem of determining marginal productivity, the paper proposes a realistic method for determining marginal productivity and demonstrates the advantages of using this method to increase total productivity. In addition, it highlights psychological incentives that would result from adoption of the method.
