A Critical Evaluation of Veterans Preference Within the U. S. Government.

Abstract

The study traces the history and evaluated the policy of veterans preference in the US Government, and attempted to see why it is what it is today. It looked at current veteran's legislation, especially the Veterans Preference Act of 1944, and measured it against 'merit' as defined in Civil Service regulations. It drew greatly from past reports performed by presidential commissions in this area. (Author)
