Conflict and Integration in the Federal Bureaucracy

Abstract

The report is addressed to those who want to improve the effectiveness of the federal bureaucracy, and to students of conflict resolution. It reports on seven innovative efforts of State Department and other federal officials to constructively manage the conflict among foreign affairs and urban agencies. The report contains theoretical analyses of the forces toward conflict and integration, interagency interaction processes, and conflict resolution interventions available to third parties. While the primary goals were achieved in various degrees of success and failure the efforts produced many of the same secondary outcomes, including mutual education, interpersonal bonds across agency boundaries, and learnings and skills. The similarities lead to several conclusions which are discussed.
