The Manpower Control System (USMC): An Analysis of Enlisted Force Management,

Abstract

The research is designed to assist Marine Corps efforts to develop a suitable system for optimally coordinating its network of operational manpower control actions. Such a system is essential to maximize manpower planning and policy development. Specifically, the research is aimed at improving visibility and coordination of the existing enlisted force management subsystem. It focuses on the interrelationships among the subsystem's diverse elements. A comprehensive examination of the headquarters organizational structure combined with a series of personal interviews with key military and civilian staff members, has provided a definition of de facto staff organizational relationships.
