Personnel Offensive (Phase I). Final Draft-Main Report. Volume 1.

Abstract

The purpose of the study is to develop information on the impact of changing characteristics of incoming personnel upon the Army of the 1970's and propose alternative policies to offset this impact. The scope encompasses secondary research to identify changing characteristics of youth, and factors influencing individual performance in combat. Qualitative analysis techniques are used to determine fundamental problems in converting entrants to effective combat soldiers and the impact of changing characteristics on Army leadership, personnel management and administration policies and doctrine. Workshop committee results and survey responses of senior military personnel are included. Specific alternative approaches and recommendations are developed. (Author)
