By comparison with measured data an atmospheric noise model is defined. It is shown that this particular model is suited to a relatively simple Constant False Alarm Rate(CFAR) technique. This CFAR technique uses an adaptive threshold related to the maximum likelihood estimate of the unknown noise power. (Author)
