Gradient and Less Lethal Devices in Control of Urban Violence

Abstract

Worldwide authorities, charged with maintaining the peace in their communities, are united in the belief that riots and demonstrations must be handled with the minimum force necessary. To respond in this fashion requires separate contingents of civil and military forces, specially selected and vigorously trained in the operations, tactics, techniques and devices most effective in executing the minimum force theory. The report describes various forms of an approach for dealing with urban violence, drawing upon the experiences and doctrine of civil and military authorities around the world. Weapons and devices to support the tactical units of riot control forces are a major consideration.
