A Profile of True Volunteer Enlistments in 1970 and 1971,

Abstract

The paper utilizes data on all men entering military service as enlistees or draftees in 1970 and 1971 to identify true volunteers and draft-motivated enlistees in each year and to estimate the distribution of true volunteers by education, race, and AFQT percentile score for the entire Department of Defense and separately for the Army, Navy, Marine Corps, and Air Force. The number of true volunteers may give some indication of the increase in true volunteers required to achieve an all-volunteer force. Their distribution by education, race, and mental achievement may provide a profile of an all-volunteer force and indicate the dimensions of the quality problem. (Author)
