It was to reach a maximum deviation from final frequency of plus or minus 1 X 10 to the 7th power after a 1 min period. The short term stability requirement was to have a maximum rms frequency deviation of plus or minus 1 X 10 to the -11th power for averaging times from 1 sec to 20 min.
