The Gap Between Knowledge and Decision in the Utilization of Social Research.
Abstract
It is not true that when all the research evidence is in, policy decisions can automatically follow. The report is an examination of the relationship between research findings and policy decisions as exemplified in the social science literature. Utilization is viewed as a process to be studied. The report stresses the intellectual aspect of what is called the 'gap' between knowledge and decision and the importance of identifying those assumptions which inevitably influence recommendations for action. The report deals with two basic gap situations in utilizing knowledge. The first exists when the research material seems relevant to some decision-to-be-made, but a specific course of action must be invented. The second gap situation is created when research has led to the point where several alternatives have been carved out and must be weighed. The report distinguishes a number of typical alternatives.
