Approaches to the Study of Force Levels,
Abstract
A possible approach to the study of force levels is presented and compared to the approach outlined in reference (a). It is argued that to study force levels it is necessary to compare the effectiveness of the many alternative future force structures that may be possible in view of current developments in science and technology. The alternative force structures must be developed under a variety of constraints, including budget levels, attainable development and production schedules, availability of personnel by total numbers and by numbers in certain critical skill categories, etc. Military judgement based on past experience must be given adequate consideration. The alternative force structures must then be compared on the basis of the effectiveness with which each of the major missions of the Navy can be carried out. The missions used for assessment must be examined in terms of the future environments in which the Navy may be called on to operate. The studies envisioned are intended as aids to the decision maker.
