Defense Procurement: A Philosophy in Need of Change.

Abstract

The procurement of products, supplies, and services for the Armed Forces of the United States is governed by the Armed Services Procurement Regulations. These regulations are over twenty-five years old, contain many out-moded concepts, and are in drastic need of overhaul and change. Our procurement methods still work well in times of a 'blooming' or wartime economy, but fall short of the mark when the economy declines or the wartime factor is 'winding down'. Though the billions of dollars appropriated for national defense can contribute to the partial satisfaction of this nation's social and economic goals, the purpose for which these defense dollars are planned, programmed, budgeted, appropriated, and expended, must always be kept in sharp and clear focus.
