How Do We Plan to Respond.
Abstract
The paper determines what strategy we need to assure world peace and security. The primary strategies of Massive Retaliation and Flexible Response are reviewed and compared to determine the validity of each. The review reveals that each has been effective in its time until we destroyed or reduced its credibility as a deterrent by revealing either out inability to use it or our intent not to use it. These deterrents are both still required as capabilities, but need to be revitalized by extending the nuclear threat facing the Soviets; by giving nuclear weapons to each of our NATO Allies; and by increasing our worldwide naval forces and creating mobile naval strike forces in critical areas; and by introducing an economic offensive using a 'Dependency Concept' to create the situation where the underdeveloped Nations of the World become heavily dependent on the United States for their economic growth and welfare. These actions would revitalize existing military deterrents, reduce the worldwide threat, and create an environment for world pece to endure. (Author)
