The Managerial Role of the Installation Commander in Labor Relations.

Abstract

The Commanding Officer of every Department of the Army Installation today is faced with the additional management problem of formulating a policy approach in management's relationships with the union or unions representing the civilian employees of the installation. The commander's successful performance of this area of management will be a major determinant in the accomplishment of the mission of the installation. Data were gathered using a literature search and personal interviews. The statistical magnitude of the problem is indicated, and the legal provisions of the relationship are traced. Major areas requiring policy development, including the significant factors that must be taken into consideration, are spelled out. (Modified author abstract)
