Mobilizing USAR Units Under the Total Force Concept.

Abstract

The issue in the essay is whether or not the existing mobilization procedures for USAR units are adequate and suitable under the Total Force concept. Defense planning for the use of the Reserve under the Total Force concept was examined to determine the need for responsive Reserve components. Current mobilization authority and procedures were examined to determine their adequacy and suitability under the Total Force concept. The increased responsibilities of Reserve components indicated the current mobilization authority and procedures were adequate but not suitable to provide a responsive Reserve. The problem in developing procedures for rapid mobilization were examined and recommendations submitted to improve existing mobilization procedures with an ultimate three year objective of providing a 72-96 hour time frame for mobilizing USAR units.
