One Army: From Concept to Reality.

Abstract

A major element of the Nixon administration's 'National Strategy of Realistic Deterrence' is a 'Total Force' approach that places increased reliance on Reserve and National Guard Forces. A major reorganization of the Army announced in January, 1973, has as one of its goals increasing the readiness of reserve components. The report identifies the major obstacles to reserve unit readiness: shortage of people; lack of equipment; inadequate facilities; limited time; and, most serious, lack of effective management by unit commanders.
