Planning Ahead to Avoid Personnel Phasedown Problems.
Abstract
Major force reductions in enlisted strengths create personnel problems which impact on the qualitative aspects of the enlisted career force. Key variables such as the grade structure, promotion policies, and retention/loss policies are integral aspects of the problem area. Solutions to the problems and the prevention of problems require careful consideration of operational and force renewal requirements of the enlisted force. (Modified author abstract)
