Waging Peace - Feasible or Unachievable.

Abstract

Neil Ruzic, president of Industrial Research, states that throughout history no wars have been fought between independent, freely-elected governments, i.e., those in which both the legislative branch and the chief executive are elected by the people from two or more political parties. He proposed that the US should utilize the armed forces to actively 'wage peace' by employing nation-wide civic action within developing nations to increase their literacy and industralization with the aim of aiding those nations without a freely elected government to obtain one. A study was made of past civic actions, and of the relationships between literacy, industralization, and freely-elected governments to determine the feasibility of 'waging peace'.
