Application of the Navy Average Grade Model to the Naval Underwater Systems Center.

Abstract

Forecasts for manpower requirements by NUSC for fiscal years 1973 and 1974 were made using a linear regression model of the goal programming variety. An application of one of the Charnes, Cooper, Niehaus career management models for manpower planning was then made to evaluate the consequences of the policy of reducing average GS grade to 9.35 while attempting to meet these forecasted requirements.
