A Study of Public Policy Making--The Spooner Act.

Abstract

The paper presents a review of the public policy making process within the United States Government which resulted in the construction of the Panama Canal. The review was designed to present in detail the actions, pressures and decisions involved in governmental policy making with the hope of developing a more thorough understanding of public policy making in general.
