The Army Budget and Second Destination Transportation

Abstract

Programming, budgeting, and management of overocean movement costs chargeable to Program 7--Central Supply and Maintenance, Program Element 728010 Second Destination Transportation (SDT)--have been a major Department of the Army problem for several years. The problem was found to result from the Army's current financial management practices, from the basic orientation of the logistical system and from the program and budget system itself. The paper concentrates on the programs and budget for the overocean portion of SDT and examines the current efforts to solve the problem. (Modified author abstract)
