Amnesty: A Postwar Issue Awaiting a Postwar Era.

Abstract

Today's issue of amnesty for deserters and draft evaders who avoided military service in Vietnam, presents a unique challenge to the Army. The basic question is: What should be the Army position on amnesty. Many feel that this question was answered by the Department of Defense during the Senate hearings; the paper finds, however, that the DOD position is inadequate and inconclusive. As a means of judging today's issue, historical uses of amnesty in America were examined. This perspective is followed by a review of the current issue as viewed by the President and national leaders. (Modified author abstract)
