How Can We Offset the Costs of U S Forces in the Federal Republic of Germany.

Abstract

Since 1958 chronic US balance of payments deficits have fueled congressional pressure for withdrawal of US forces from the Federal Republic of Germany. Despite various offset arrangements with West Germany, the adverse effects of our forces overseas on our balance of payments have never been nullified. The paper explores methods to overcome these US force related balance of payments problems. It develops the current West German views which will impact on future offset negotiations. Assuming the total offset requirements in the range of $1.2 billion to $2 billion, as possible future arrangement is presented. (Author)
