Revenue Sharing: Its Impact on the Fiscal Plight of the Cities.

Abstract

The research design tests the hypothesis that general revenue sharing will not alleviate the fiscal plight of the large central cities within the United States. A comprehensive review of the literature and personal interviews with local officials were conducted to gain a balanced view of the revenue sharing issue. The author's conclusion is that arguments against Revenue Sharing have been so strong, and the questions posed so perceptive, that pointed research is needed to determine the effectiveness and utility of controversial new Federal program.
