Assessment of Patrol Frigate Maintenance Policy. Preliminary Estimate of PF Rotatable Pool Costs.

Abstract

The rotatable pool concept of equipment repair is a remove-replace (with another component)-repair cycle rather than a remove-repair-replace cycle. First order estimates of rotatable pool costs for the PF program are given. Estimates are given as low, medium or high, and are provided in three areas: captial investment, item refurbishment (annual), and rotatable pool management (annual). Four categories of items are considered: mechanical and electrical, antennas, diesel engines, and electronics. No cost or effectiveness comparison with the remove-repair-replace philosphy is made.
