The Federal Trade Union: Friend or Foe of the CONUS Installation Commander.

Abstract

The basic question is whether or not the federal labor union is assisting or hindering the military manager at installation level. Department of the Army and National Federal Labor Union policies, organization, and regulations were analyzed and related to their impact on the military installation labor relations program. Data was gathered using a literature search and personal interviews with both labor union and supervisory personnel, military and civilian, at selected military installations. Progress has been made and increased interest generated in federal labor relations; however, it is concluded that the federal union will continue to have an impact tending to hinder installation management unless certain actions are taken to strengthen current federal labor relations policies.
