Burdensome Procedures Involved in Awarding Research and Development Contracts.

Abstract

The article briefly examines Department of Defense (DOD) and the US Army's new weapons systems acquisiton policies and guidelines. It appears that the new DOD guidelines will increase the time that elapses between the inception of a Required Operational Capability (ROC), and the resulting availability of a new weapon system. Therefore, the source selection process, which is a significant part of the acquisition system, is examined in detail. The process is made to: (1) determine if it is burdensome and time-consuming, and (2) make recommendations for improving the process. (Modified author abstract)
