An Analysis and Evaluation of Legislative Support Services Available to Members of the General Assembly of the Commonwealth of Pennsylvania.

Abstract

The Pennsylvania legislative support services were researched to see whether they are functioning effectively. A cataloging of all of the support services that are operative in the 50 states was completed first. Following that, an in-depth study of Pennsylvania's current support services was conducted. Interviews were held with prominent legislative leaders, members of the concerned academic community, as well as rank and file legislators, their staffs and those working in the support service agencies under study. The study shows that there are a wide range of actions that the legislature should take in order to increase it's effectiveness. (Modified author abstract)
