Army National Guard Technicians in Full-Time Training Duty Status.

Abstract

The paper presents a discussion of the Army National Guard Technician Program from its beginning to its present role as a vital factor in the readiness of the Army National Guard today. Problems affecting the Technician Program including employment stagnation, retirement, and unionization are examined. Several solutions to these problems are presented. In order to develop the facts needed to evaluate these problems, the Pennsylvania Army National Guard, one of the largest elements of the Army National Guard of the United States, is examined.
