Abstract

The paper analyzes the impact of an arbitrary staff ceiling on the Department of the Army's approach to management. It traces the evolution of the staff and the various roles assigned in the past; it outlines the basic considerations in determining the size of the staff; and it proposes four alternative means for complying with a ceiling limitation.
