Peaceful Uses of the Military in the Era of Deterrence.

Abstract

The paper suggests that the military, with its vast resources participate more closely with its civilian counterpart in National Civic Action projects. The purpose of a National Civic Action Program would assist in the achievement of varied national objectives. To list a few: To construct a cadre of prepared specialists, capable of making available its organization, skills, and leadership to civilian authorities for the accomplishment of social and economic needs when their limited resources fail; to attract the youth of the nation to new, stimulating motivations in national service; to restore the image of the military through closer identification with its civilian base; to utilize and manage military manpower that would otherwise be idle; to extend government help to educational, medical, and engineering projects that would otherwise be left undone or incomplete.
