An Executive Manager for Naval Communications.

Abstract

The Commander Naval Communications Command has been designated as the Executive Manager for Naval Communications throughout the Department of the Navy. None the less mere designation has not gained complete acceptance or understanding of his role. At least part of the problem appears to be the title Executive Manager itself. The thesis attempts to define that title and explore the authority and responsibility relationships inherent or implied in such a title. The thesis discusses a brief history of communications management, defones the term 'Executive Manager' and describes the need for such an individual in the Navy. The present organization for communications in the Navy is contrasted with Army and Air Force organizations. Finally the authority and responsibility relationships are discussed and conclusions are drawn which describe what is considered to be the best form and positioning for an Executive Manager.
