Long Term Personnel Repercussions from the Vietnam Mobilization Decision.

Abstract

The purpose of the study is to examine the Vietnam mobilization decision and current personnel problems regarding mobilization. The use of the Selective Service System and various officer accession programs, rather than a major mobilization, resulted in significant long term personnel repercussions. The examination includes: Army-wide individual and unit turbulence, increased family separations for the career personnel, and a serious deterioration in discipline caused by turbulence, inexperienced leaders, drugs and a lessening of professionalism. The repercussions were further affected by the one year rotation policy. From an interpretation of the personnel repercussions identified in the paper, approaches were suggested to improve mobilization procedures in future emergencies. (Modified author abstract)
