Abstract
The report focuses on certain aspects of the Officer Personnel Management System (OPMS) to include promotion to colonel, senior service college selection procedures, and the management and assignment of seniro service college graduates. Each general area is examined with respect to the current system and the OPMS proposal. (Modified author abstract)
