The Navy Needs Sea Pay.

Abstract

The fact that the Navy needs sea pay in order to compensate personnel for long and repetitive deployments is well understood within the Navy. However, sea pay is hard to sell through the other Services because they do not have the family separation problems to the extent the Navy has, nor are their commitments presently increasing as are those of the Navy. If for any reason the other Services are forced into increased family separation, they may profit from a ;Certain Places Pay' similar to sea pay. One analysis conducted on radioment is mentioned and the conclusion leads one to believe sea pay would be cost effective although not necessarily an answer to the accession and/or retention problem.
